Performance Evaluation System Role In The Employees Performance: Analytical Study In The Departments Of Dhofar Sultanate Of Oman

Abstract

This quantitative study aimed at revealing the impact of the performance appraisal system on the performance of employees in the departments of Dhofar Municipality in the Sultanate of Oman. The study aimed to verify the role of "job satisfaction, organizational commitment as an intermediate variable between the system of performance appraisal and performance of employees. To achieve these objectives, a 52-point scale was designed. The study community was Dhofar Municipality departments’ staff. A total of 299 questionnaires were distributed to the study sample. The data were processed using the Statistical Software Package (SPSS), as well as the Structural Equation Modeling (SEM) by AMOS. The researcher used the analytical descriptive method in the study. Mathematical averages, standard deviations, empirical global analysis, and constructional structural analysis (path analysis) were used to measure the hypotheses of the study. The findings revealed that there is a positive and strong correlation between the system of performance evaluation and employee performance. There is also a positive correlation relationship between the performance evaluation system and job satisfaction. And that job satisfaction affects staff performance.

ملخص البحث

هدفت هذه الدراسة الكمية إلى الكشف عن تأثير نظام تقييم الاداء الوظيفي، على أداء العاملين بإدارات بلدية ظفار بسلطنة عمان. ومناقشة تحقق "الرضا الوظيفي، الالتزام التنظيمي كمتغير وسيط بين نظام تقييم الاداء الوظيفي، وأداء العاملين. لتحقيق  تلك الأهداف؛ تم تصميم مقياس مكون من 52 فقرة موزعة على العوامل السابقة. اقتصر مجتمع الدراسة على موظفي إدارات بلدية ظفار. وتم توزيع 299 استبانة لعينة الدراسة. تم معالجة البيانات باستخدام حزمة البرامج الإحصائية (SPSS),  وكذلك نمذجة المعادلة البنائية ((SEM بواسطة برنامج (AMOS), استخدم الباحث المنهج الوصفي التحليلي في الدراسة، حيث استخدمت المتوسطات الحسابية والانحرافات المعيارية والتحليلي العاملي التوكيدي، والتحليل العاملي البنائي (تحليل المسار) لقياس فرضيات الدراسة. توصلت نتائج الدارسة؛ إلى وجود علاقة ارتباطية موجبة وقوية بين نظام تقييم الأداء الوظيفي وأداء العاملين، ووجود علاقة ارتباطية إيجابية ذات دلالة إحصائية بين نظام تقييم الاداء والرضا الوظيفي، كذلك بين نظام تقييم الاداء الوظيفي والالتزام التنظيمي. وأن الرضا الوظيفي يؤثر على أداء العاملين.
